The object of the Open Letter was to urge Congress and the President of the United States of America, Barack Obama, to repeal the Dickey Amendment rider language incorporated into Division D of the Consolidated Appropriations Act of 2010 in order to restore science to its rightful place in the United States of America. Another goal was to encourage legislation to codify President Obama’s Executive Order 13505 executed March 9, 2009. H. R. 4808: Stem Cell Research Advancement Act of 2009 was introduced to the United States House Energy and Commerce Committee on March 10, 2010 in an attempt to put forward law that would codify Executive Order 13505.

Consent to inclusion by the best scientists in America started in October, 2009. Correct strategy through proper due diligence was removing the long-standing Dickey Amendment through Congressional action. Over three-hundred mailings of the Open Letter began in May, 2010 to members of Congress prior to the August 23, 2010 ruling by Judge Royce Lamberth regarding the case against embryonic stem cell research Sherley v. Sebelius.

Response to the Open Letter was illustrated by the following facts. Co-sponsorship for H.R. 4808 was stagnant for over four months. July 15, 2010 there were twenty-two (22) new co-sponsors. Seventeen (17) additional co-sponsors were added between July 15, 2010 and August 10, 2010. The Open Letter was supported by a cross section of the best advocates in the world including designer Kenneth Cole and actor Paul Michael Glaser. Twenty- five (25) Nobel Laureates and other award- winning esteemed American scientists consented to inclusion representing every disease that stands to benefit from reversing Dickey Amendment policy.
